ci: give the e2e job the 30 minutes two CLI passes need

The daemon-mode pass repeats the whole CLI suite single-threaded at
about eight minutes per pass, and the job has been cancelled at the
15-minute mark on every master push since it landed - which is what
kept the v13.0.0 release gate shut.
